This publication details the participation made by Dr. Chen Taotao, director of the Latin American Center and professor of International Business at Tsinghua University. This presentation was made in May 2019 and was attended by the Minister of Foreign Trade and Tourism, Edgar Vásquez and Ambassador Elard Escala, General Director of Asia and Oceania of the Ministry of Foreign Affairs at that time. The document analyzes the barriers that companies face when doing business due to the differences of the countries both at the macro and micro level, which represents an obstacle in international investment. He also mentions the increase in the participation of Chinese companies on the international scene since 2004 and the appearance of the Belt and Road Initiative (BRI) in 2013. He makes a contextualization of this and how it has evolved over time to include Latin America in 2018. In addition, it mentions that the beginning of the BRI is mainly a cooperation mechanism, but lately it has been including relevant topics such as environmental, innovation, prosperity, etc. The document highlights the importance of public infrastructure in the Belt and Road project and the collaboration of the countries participating in the initiative.
