From Marcona to Chancay: the economic and business presence of China in Peru, 1992 –2023

This publication offers a detailed analysis of economic relations between Peru and China over more than three decades. From the arrival of the first large Chinese companies in the 90s to current investments and strategic agreements, the document examines the impact of these relationships in various sectors of the country. Through an empirical approach and with the use of original databases, the study reviews the evolution of Peruvian exports, dominated by minerals, as well as the results of the FTA signed in 2009 and Peru’s accession to the Belt and Road Initiative. At the same time, controversies about dependence on raw materials, lack of diversification, and the socio-environmental effects of Chinese operations are addressed. The document also highlights the challenges for the Peruvian State in regulating investments and the lack of a clear national strategy. This work seeks not only to answer key questions about the presence and impact of China in Peru, but also to propose a future research agenda that allows better management of these fundamental relationships for the development of the country.
