Omar Narrea, CECHAP Researcher, Participates in the 5th Indo-Pacific Strategy Forum (IPSF) 2025
On November 17 and 18, 2025, the fifth edition of the Indo-Pacific Strategy Forum (IPSF) was held at Parliament Hill in Ottawa. This high-level platform is dedicated to strategic analysis of the Indo-Pacific’s geopolitical and trade environment. This year’s forum centered on the theme “The Post-Rules Trade Order: From the Indo-Pacific to the Americas,” with the objective of identifying new perspectives on Canada’s role in the global economy and its opportunities for engagement with Latin America amid supply-chain realignments, geoeconomic tensions, and growing uncertainty in international trade governance.
Omar Narrea, affiliated researcher at the Center for China and Asia-Pacific Studies of Universidad del Pacifico (CECHAP), participated as a panelist in the session “Convergence and Divergence of Interest: Latin America, Canada and the Indo-Pacific.” During his visit, Narrea also took part in a meeting with members of the Senate of Canada, including Senator Yuen Pau Woo, where they discussed avenues for deepening cooperation between Canada and Latin America within the broader Indo-Pacific context.
Additionally, Jacques Julien, researcher at the Center for Research of Universidad del Pacífico (CIUP), took part in IPSF 2025 and attended the launch of the strategic report by the Canadian Council for the Americas, “Beyond the Build: A New Canadian Strategy for Latin America and the Caribbean,” presented on November 18.
The event gathered delegations from universities, research centers, and foreign policy organizations such as the University of Calgary, University of Ottawa, Stanford University, Hoover Institution, and Heritage Foundation, as well as representatives from the Senate of Canada, Global Affairs Canada, diplomatic missions from Indo-Pacific countries, international organizations, the private sector, and specialized media. The forum was co-organized by the Institute for Peace & Diplomacy (IPD), in collaboration with the University of Calgary’s School of Public Policy and Thompson Rivers University.
The participation of Universidad del Pacifico and CECHAP in IPSF 2025 strengthens Peru’s academic and institutional presence in this strategic arena, reinforcing channels for cooperation and dialogue among Canada, Latin America, and the Indo-Pacific in an increasingly complex and competitive global environment.
