Omar Narrea presented the Chancay Observatory Report «Port of Chancay in its first year: Connected to the sea, but Turning its Back on the City» at the Congress of the Republic
On Monday, January 26, 2026, the Tenth Extraordinary Session of the Special Multiparty Commission for Monitoring and Coordination of Development Projects in the Chancay Area was held at the Congress of the Republic. The session aimed to address the first year of operations of the Chancay Megaport and to analyze its development prospects in the medium and long term.
The session was attended by representatives of the Congress of the Republic, as well as officials from various state entities, local governments, the defense sector, international trade, academia, and the diplomatic service. Notable participants included the Mayor of the District Municipality of Chancay and officials from the Peruvian Ministry of Foreign Affairs, such as Ambassador Alejandro Neyra, Director General for Foreign Policy Studies and Strategies, along with specialists from the Ministry of Foreign Affairs, the Ministry of Defense, the Ministry of Foreign Trade and Tourism, and the National Port Authority. The meeting also featured academics specializing in Asian economics and politics, including Carlos Aquino, Director of the Asian Studies Center at the National University of San Marcos.
In this context, the participation of Omar Narrea, researcher at the Center for China and Asia-Pacific Studies (CECHAP) and the Chancay Observatory of the Universidad del Pacífico, focused on the presentation of the Chancay Observatory Report entitled “The Port of Chancay in Its First Year: Connected to the Sea, but Turning Its Back to the City?”. In his presentation, he highlighted the progress achieved in maritime and logistics operations, as well as the port’s rapid integration into international shipping networks, underscoring the strategic role of COSCO Shipping in route organization and in strengthening port competitiveness.
He also highlighted the Megaport’s potential to consolidate itself as a regional port hub, while warning that such growth entails significant challenges in terms of logistics, infrastructure, and territorial management. In this regard, he emphasized that the main pending challenge is governance, particularly with respect to coordination between the development of the port and the city of Chancay, as economic dynamism has not been matched by equivalent urban and social development.
From CECHAP, the importance of these spaces for analysis and dialogue is underscored as key to understanding the strategic impacts of the Chancay Megaport and to contributing, through academic research, to reflection on its integration into national development.
